New Low Carbon Fuels Regulations for 2026?

With the initiation of New Mexico’s Clean Transportation Fuels Standard in April, 2026 already promises to be a significant year for state-based low carbon fuels regulation in the United States. But, with any new legislation comes the question – which state might be next?
As of February 1, 2026, the following states have low carbon fuels standards currently in pending legislation:
- Hawaii
- Illinois
- Massachusetts
- Minnesota
- New Jersey
- Pennsylvania
- Vermont
Additionally, New York, Michigan and Colorado all introduced similar legislation in previous sessions so we may see these states reintroduce similar bills this year.
