They have used a variety of initiatives anddata collection opportunities to gather pertinent information that supports their theory. While the EPA was collecting data primarily via Section 114 Information Collection Requests, they have shifted to using reported data, like fenceline RCAs, to plan their investigations. This approach is driven by OECA\u2019s \u201cCompliance First\u201d initiative which directs regulators to stick to \u2018clear and defensible statutory andregulatory mandates.&#8217; Pay attention to how you are reporting your data and assume the agency is reviewing it.<\/li>\n\n\n\n<li><strong>Tank Calculations:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Calculation Tools:<\/strong> The EPA has revived their tank calculation software. The new browser-based TANKS 5 software is free, follows the updated October2024 AP-42 equations, and can estimate both routine and non-routine (landing\/cleaning) emissions. While TANKS 5 offers strict adherence to AP-42, tools like ESP+ provide more robust compliance tracking, and Excel offers the most transparency for complex site-specific calculations. <\/li>\n\n\n\n<li><strong>Risks of AP-42 Default Assumptions:<\/strong> Reliance on outdated AP-42 defaults\u2014some dating back to 1983\u2014poses significant risk, particularly regarding material physical properties and storage temperatures. For example, standard AP-42 calculations using Raoult\u2019s Law often fail for &#8220;non-ideal&#8221; mixtures, such as those containing water, alcohols, or glycols, where molecular interactions cause significant deviations from ideal behavior. Advanced thermodynamic models (e.g., Peng-Robinson) found in software like ProMax or Hysys are recommended for modeling non-ideal systems and complex mixtures that spreadsheets cannot accurately characterize.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Staying One Step Ahead:<\/strong> Enforcement now prioritizes execution quality over mere tank compliance program existence. While &#8220;required&#8221; records meet the regulatory minimum (date, ID, findings), &#8220;defensible&#8221; records add environmental conditions, inspector vantage point descriptions, and photographic support to withstand technical reconstruction by regulators. The agency has also upped their baseline expectations for validating emissions assumptions and confirming seal performance to include more advanced monitoring technologies, like drones, OGI, independent LEL testing and routine mobile monitoring. Facilities are encouraged to conduct structured self-audits, asking whether a regulator could realistically recreate an inspection based on existing documentation and ensuring field conditions align with written procedures. Proactive testing (e.g. LEL measurement, OGI, and GMAP) to identify and fix issues before being inspected, can avoid further questions and potential enforcement.<\/li>\n\n\n\n<li><strong>Requested EPA Test Methods:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Tanks: <\/strong>&#8220;Modified tank stack testing&#8221; of IFRs attempts to turn intermittent, low-pressure vent conditions into direct-quantification measurement. Results from this testing rarely produce &#8220;clean&#8221; validation results; for example, VOC concentrations sometimes increased at night despite falling temperatures, and static-hour emissions were found to be higher than those during tank filling. <\/li>\n\n\n\n<li><strong>Facility Wide Emissions Audit:<\/strong> The EPA seems to have selected the Fluxsense technology set as their take on representative facility wide emissions estimates. However, Solar Occultation Flux (SOF) testing is limited by meteorological conditions, wind speed variation at heights, and other built-in assumptions such as well-mixed plumes. Facilities should be aware of the details of SOF testing before agreeing to conduct it. If facilities are requested to conduct this testing, they can propose alternatives such as typical mobile monitoring like GMAP to provide measured concentrations or Point in Time and Space FLUX, which uses drones to provide highly granular fenceline emissions measurements.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><a href=\"https:\/\/www.canva.com\/design\/editor\/shell?designId=DAHI0L7nfhc&amp;extension=_OwPg-RQa1EoQESFBoj5Jw&amp;mode=edit\"><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Thank you to those who attended one of the webinars in our Storage Tanks Compliance series.
