The New Mexico Senate approved the state\u2019s Clean Transportation Fuel Standard (CTFS) bill HB 41 on February 13.  This followed the state\u2019s House of Representatives approval of the bill on February 3.  The bill is now on the desk of Governor Grisham, who has been a vocal supporter of the legislation and is expected to sign it in to law this month.  This bill aims to reduce the carbon intensity of transportation fuels sold in the state by 20% below the 2018 baseline by 2030 and 30% below baseline by 2040. <\/p>\n\n\n\n

HB 41 would implement a new clean transportation fuel standard in New Mexico on or before July 1, 2026.  This standard, which would function very similarly to the well-established California Low Carbon Fuels Standard (CARB LCFS), would allow sellers within New Mexico of fuel that has lower emissions than conventional gasoline and diesel fuel to generate credits for this fuel proportional to their emissions reduction. <\/p>\n\n\n\n

In other news, the New Jersey senate introduced their own Low Carbon Transportation Fuel Standard (LCTFS) on January 29.\u00a0 This bill, called S. 2425, would reduce the carbon intensity of transportation fuel sold in New Jersey by 10% below the 2019 baseline by 2030.\u00a0<\/p>\n\n\n\n

Both programs are technology neutral and will function very similar to the well-established California Low Carbon Fuels Standard.  Similar standards are being considered in other states including Michigan, Minnesota, New York, Vermont, and Illinois.<\/p>\n\n\n\n
