1584w\" sizes=\"auto, (max-width: 1030px) 100vw, 1030px\" \/><\/figure>\n\n\n\n<p>The estimation of air\nemissions from wastewater collection and treatment processes is an important\nand integral piece of the overall air quality permitting and regulatory\ncompliance framework for many industrial facilities, especially those within\nthe petroleum refining and chemical manufacturing sectors.&nbsp; Historically, wastewater air emissions (WWAE)\nestimates were primarily used in state and federal New Source Review (NSR)\npermitting, and closely-related reporting programs (i.e., air emissions\ninventories, Toxic Release Inventories (TRI), etc.).&nbsp; In recent years, the ability to accurately\nand efficiently estimate a facility\u2019s WWAE has grown in importance due to\nrenewed regulatory focus on reducing Hazardous Air Pollutant (HAP) emissions\nfrom certain industrial source categories (e.g., benzene fenceline monitoring\n[BFM] requirements of the Refinery Sector Rule and recently issued Consent\nDecrees in the chemical sector).<\/p>\n\n\n\n<p>TRICORD Consulting, LLC\nconducted a comparative evaluation of three of the most popular tools used for\nthe estimation of Volatile Organic Compound (VOC) emissions generated by\nwastewater collection and treatment sources.&nbsp;\nTwo of the WWAE estimation tools included in this evaluation were\ndeveloped and released for public use by the U.S. Environmental Protection\nAgency (U.S. EPA) \u2013 the WATER9 and the Refinery Wastewater Emissions Tool\n(RWET).&nbsp; The third tool included in the\nevaluation is TOXCHEM, a commercial modeling software application developed and\nmarketed by Hydromantis Environmental Software Solutions, Inc.\n(Hydromantis).&nbsp; <\/p>\n\n\n\n<p>The study consisted of a\ncomparative analysis of the qualitative and quantitative performance of the\nthree WWAE estimation tools.&nbsp; The\nqualitative analysis included an evaluation of each tool with regards to the\nfollowing criteria:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Development\nhistory and current level of developer support for the product;<\/li><li>Design\nfunctionality and feature set, including any significant design limitations,\nwith regards to such aspects as:<ul><li>Universality of\napplication, i.e., whether the tool is appropriate for use by facilities in a\nwide range of industries;<\/li><\/ul><ul><li>The equipment\ncomponent types available for emission estimation;<\/li><\/ul><ul><li>The\ncomprehensiveness and expandability of the included chemical property database\nfor wastewater species;<\/li><\/ul><ul><li>Flexibility\/customizability\nof emissions calculation methodologies.<\/li><\/ul><\/li><li>User experience,\ni.e., interface, ease of use, errors\/bugs, quality of support documentation,\netc., and;<\/li><li>Calculation\nmethodologies used for a selected list of common wastewater component types.<\/li><\/ul>\n\n\n\n<p>The quantitative analysis\ncompared the emissions estimates generated by the three tools for six (6)\nselected common wastewater component types (i.e., drains, junction boxes,\nsumps\/lift stations, API Separators, Dissolved Gas Flotation (DGF) units, and\nActivated Sludge Plants), using identical input data (i.e., inlet waste\ncharacterization and flow rates, equipment component data parameters,\netc.).&nbsp; Two separate analysis cases were\nevaluated \u2013 a standalone, component-by-component basis, and a combined case in\nwhich the total emissions generated by a simplified wastewater treatment plant\nwere estimated.<\/p>\n\n\n\n<p>The results of the\nqualitative and quantitative analyses provided a sufficient basis for a number\nof conclusions to be drawn with regards to the performance of the three WWAE\nestimation tools, as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>RWET is the\nsimplest and easiest-to-use of the three tools, but has considerable design\nlimitations which may inhibit its usefulness, especially with regards to its\nlack of many common wastewater component types and design configurations, small\nchemical property database, and inability to model systems with complex waste\nand vapor-flow arrangements.&nbsp; Its\ncalculation methodologies are generally very simple, generating emissions estimates\nwhich reflect a high level of inherent conservatism, especially for larger\ncomponents like separators and ASUs.&nbsp; <\/li><li>WATER9 is an\naging software modeling application, which is still available for free download\ndespite no longer being updated or supported by the U.S. EPA.&nbsp; WATER9 has a lack of compatibility with\nmodern computer operating systems, a significant memory handling flaw,\nincomplete development, and a notably poor user experience.&nbsp; Despite these key challenges, it features\ncomprehensive functionality and highly-detailed input parameter\nspecification.&nbsp; During the quantitative\nanalysis, WATER9 generated lower single-equipment emissions estimates for\nlarger equipment types, on average, than either RWET or TOXCHEM.&nbsp; For the combined case, however, WATER9\nappeared to underestimate emissions from the upstream wastewater collection\ncomponents, and significantly overestimate emissions from the final component\nin the chain (i.e., ASU).&nbsp; It is likely\nthat WATER9\u2019s significant flaws and compatibility issues will ultimately limit\nits long-term usefulness for most users.<\/li><li>TOXCHEM is a\ncommercial software modeling application, still being updated and supported by\nits manufacturer.&nbsp; TOXCHEM provides full\nfunctionality for a wide range of equipment component types, the largest\nchemical property database, and the highest level of flexibility with regards\nto the refinement of basic calculation methodologies.&nbsp; It also provides a far superior user\nexperience than the similarly complex WATER9 model, with an intuitive interface\nand complete, well-written documentation.&nbsp;\nAs such, TOXCHEM generally provides for a higher overall level of\nconfidence in its accuracy and defensibility of estimating wastewater air\nemissions.&nbsp; Based on the quantitative\nanalysis, TOXCHEM generally estimated higher single-component emission rates\nthan WATER9; however, it also generated the lowest estimated total
