<\/p>\n\n\n\n<p><strong>What is Required to be Reported on the TAB?<\/strong><\/p>\n\n\n\n<p>BWON annual reports are required to contain a lot of\nvery specific information.&nbsp; There are\ntypically three (3) parts to the annual submittal.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Inspection and Monitoring (I&amp;M) exceptions <\/li><li>TAB Estimate<\/li><li>Uncontrolled Benzene Quantity Estimate based on chosen\ncompliance option (i.e., 2BQ or 6BQ), as applicable<\/li><\/ul>\n\n\n\n<p>For the I&amp;M\nexception list, facilities must provide:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A summary of all visual inspection and Method 21 leak detection monitoring\nevents in which:<ul><li>Detectable emissions (i.e., &gt;500 ppmv VOC) are measured; <strong>OR<\/strong><\/li><\/ul><ul><li>A problem (such as a broken seal, gap or other problem) that\ncould result in benzene emissions is identified.<\/li><\/ul><\/li><li>Information about the repairs or corrective action taken. <\/li><\/ul>\n\n\n\n<p>Some facilities\nchoose to also reiterate treatment process and control device monitoring\nresults from their previously submitted Quarterly Reports from the reporting\nyear.<\/p>\n\n\n\n<p>The TAB estimate\nmust represent current configuration and operating conditions and should\ninclude the following documentation of each waste stream:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Control status<\/li><li>Whether or not the water content is greater than 10% by weight\nor commingles at any time to become greater than 10% water by weight<\/li><li>The classification of the waste stream (i.e., process\nwastewater, product tank drawdown, or landfill leachate)<\/li><li>Annual waste quantity for each waste stream, in Mg\/yr<\/li><li>Range of benzene concentrations for the waste stream (both\naqueous and organic), in ppmw<\/li><li>Flow\u2010weighted annual average benzene concentration, in ppmw<\/li><li>Annual benzene quantity for each waste stream, in Mg\/yr<\/li><\/ul>\n\n\n\n<p>The annual\nbenzene quantity associated with each TAB stream is then summed to provide the\nsite\u2019s Total Annual Benzene quantity.<\/p>\n\n\n\n<p>Each facility\nwith a TAB greater than 10 Mg\/yr is required to follow a regulated compliance\noption, most commonly the 2BQ or 6BQ options.&nbsp;\nEach of these has unique and specific reporting requirements.&nbsp; <\/p>\n\n\n\n<p><strong>Which Estimates Should I Actually Update Annually?<\/strong><\/p>\n\n\n\n<p>While updating every individual waste stream quantity\nannually would be ideal, facilities should focus on specific waste types and\nsystems to report the most accurate value possible, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Internal facility vacuum truck movements<\/li><li>Spent caustic generation (as applicable)<\/li><li>Wastes shipped offsite for disposal, including waste generated\nfrom tank cleanings<\/li><li>Spills<\/li><li>Turnaround, pump, exchanger, compressor and filter related\nmaintenance wastes<\/li><li>Laboratory related wastes, including knock engine labs (as\napplicable) and sample purge wastes<\/li><li>Dock, rail or other loading related wastes<\/li><li>Sour water stripper effluent (as applicable)<\/li><li>Any streams with a large impact on your TAB (&gt;0.5 Mg), 2BQ\n(&gt;0.05 Mg) or 6BQ (&gt;0.1 Mg) totals<\/li><\/ul>\n\n\n\n<p>It is common for these wastes to vary from year to year;\ntherefore, facilities should take the time to review their stream inventories\nto make sure they are kept up-to-date.<\/p>\n\n\n\n<p><strong>Management of Change<\/strong><\/p>\n\n\n\n<p>Another important tool for Annual TAB updates is the\nfacility Management of Change program.&nbsp;\nThe MOC\u2019s should be reviewed regularly, but at least annual, for impacts\nto the BWON Compliance Program.&nbsp; Look out\nfor projects and changes that may impact your:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Waste Stream Inventory \u2013 <em>Is a new waste stream being added,\nor an old one being removed?<\/em><\/li><li>Waste Quantities \u2013 <em>Is a setpoint being changed?&nbsp; Will oil\/water separation be more accurate?<\/em><\/li><li>Benzene Concentrations \u2013 <em>Are the distillation cuts\nchanging?&nbsp; Are feed or product specs\nchanging?<\/em><\/li><li>Waste Stream Control Status \u2013 <em>Are new\/replacement controls\nbeing installed? Is a bypass being added to an existing system?<\/em><\/li><li>Inspection and Monitoring Requirements \u2013 <em>Are new sewer\ncomponents (drains, unburied lines) being added? Is a tank floating roof seal\nbeing replaced with a different type? <\/em><\/li><li>Impacts on Control and Treatment System Parameter Monitoring \u2013 <em>Are\nchanges being made to how a combustion device operates? Is a new vent line\nbeing added to an existing closed-vent system?<\/em><\/li><\/ul>\n\n\n\n<p><strong>Commonly Missed Wastes<\/strong><\/p>\n\n\n\n<p>Does your TAB estimate have all of these wastes\ncorrectly accounted for?&nbsp; <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Alternative waste stream lineups<\/li><li>Flare knockout wastes and flare header low point drains<\/li><li>Filter changeout waste<\/li><li>Sample purges<\/li><li>Dilution steam blowdown (as applicable)<\/li><li>Desalter mudwashing and try-line checks (as applicable)<\/li><li>Tank water draws<\/li><li>Level gauge draining<\/li><li>Fuel gas header knockout drums<\/li><li>Blowdown of suspect steam condensate due to exchanger leaks<\/li><li>Knock engine wastes (as applicable)<\/li><li>Bundle pad\/maintenance pad wastes<\/li><li>Blend deck wastes<\/li><\/ul>\n\n\n\n<p>\n\nContact one of <a href=\"https:\/\/tricordconsulting.com\/\">TRICORD\u2019s Client Relationship Managers<\/a> to make sure your BWON Annual Report is ready for submittal!\n\n\n\n<\/p>\n","protected":false},"excerpt":{"rendered":"<p>April 7th is right around the corner, which means that the BWON TAB Reports are due!&nbsp; This report usually requires some heavy lifting to get all the calculation updates and inspection data in order.&nbsp; What is Required to be Reported on the TAB?
