Presenters Larry Poche and Kelly Jean Bradberry and a guest Speaker, Lauren Jean Rucinski from Keen Miller, discussed this little known regulation abbreviated CAR.<\/p>\n\n\n\n<p>The presentation included hidden jewels that may just help facilities with SOCMI sources consolidate:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Burden reduction to a typical facility.<\/li><li>Clearer text and a single set of consistent\nrequirements. <\/li><li>Easier to understand requirements\/leading to\nfewer varying interpretations: <ul><li>By enforcement personnel, and<\/li><\/ul><ul><li>By regulated entities.<\/li><\/ul><\/li><li>Combination of all semi-annual reports into a\nsingle semi-annual report.<\/li><li>Exceedance reports for monitored parameters are\nsubmitted semiannually as opposed to after each occurrence.<\/li><\/ul>\n\n\n\n<p>Examples of CAR savings opportunities compared to referencing subparts<sup> (1)<\/sup> included in the presentation were:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Relaxed Seal Gap Inspections<ul><li>CAR allows 2 extensions of 30 days versus referencing\nsubparts allow 1 extension to empty a vessel, remove it from service and repair\nit or perform seal gap measurements.<\/li><\/ul><ul><li>CAR does not require prior approval for the\nextensions versus referencing subparts do.<\/li><\/ul><ul><li>CAR requires inspection records much less in-depth\nunless a problem is detected versus referencing subparts requires records of\nthe condition of each tank\u2019s component inspected.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>Is your interest peaked?\u00a0You can view the presentation <a href=\"https:\/\/tricordconsulting.com\/wp-content\/uploads\/2019\/11\/2019_10_14-SOCMI-Consolidated-Air-Rule-2.pdf\">HERE<\/a>, or contact Kelly Jean Bradberry at Kelly.Bradberry@TricordConsulting.com<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Recently, TRICORD team members presented \u201cWhat Can the Consolidate Air Rule (CAR) for SOCMI Do for You?\u201d at the Air and Waste Management Associate (AWMA) Louisiana Section Annual Conference.
